Move-Out Carpet Cleaning in Washington: What Landlords Can Charge

Move-out carpet cleaning in Washington: what landlords can deduct under RCW 59.18.280, lease clauses and the proof to keep. Text for a written price.

By Yuri and Tatiana, owners of Shining Cleanse LLC, a family cleaning company based in Everett, WA and licensed in 10 cities across Snohomish and King County.

For move-out carpet cleaning in Washington, the rule to know is RCW 59.18.280: a landlord may not keep any part of your deposit for carpet cleaning unless they document wear beyond ordinary use. They must also send a written statement within 30 days, with invoices or estimates. What protects you most is a cleaned carpet, a dated receipt and photos.

We clean carpets in empty units through our move-out carpet cleaning service, often in the same visit as a full move-in/move-out clean, so the practical advice below comes from that work. This is general information, not legal advice.

What does RCW 59.18.280 say about deposit deductions?

In short: normal wear is the landlord’s cost, and carpet cleaning charges need documentation. The deposit rules are in RCW 59.18.280, part of the Residential Landlord-Tenant Act. Four points matter most for carpet:

  • No deduction for ordinary wear. The statute says no portion of a deposit may be withheld for wear resulting from ordinary use of the premises.
  • Carpet cleaning needs proof of excess wear. No deposit may be withheld for carpet cleaning unless the landlord documents wear to the carpet that is beyond wear from ordinary use.
  • 30 days and a full statement. Within 30 days after the tenancy ends and you move out, the landlord must give a full and specific statement of the reasons for keeping any part of the deposit, plus any refund due.
  • Paperwork for every charge. The landlord must include copies of estimates received or invoices paid to support damage charges. If the landlord did the work personally, the statement must show the time spent and the hourly rate.

If a landlord misses the deadline or the documentation rules, the statute says they can be liable for the full deposit, and a court may award up to two times the deposit where a landlord intentionally refused to return it. Exact wording matters in a dispute, so read the statute itself rather than a summary, including this one.

Can a landlord charge for carpet cleaning in Washington?

Only if they document wear to the carpet beyond ordinary use. Normal wear is the slow change that comes from living in a home: walking, sitting, sunlight. Damage is a specific event or neglect, such as a burn or repeated pet accidents. The table shows how these situations are often treated and what cleaning can and cannot do.

Carpet conditionOften treated asCan cleaning fix it?
Light soil, dust, everyday traffic dirtOrdinary useYes, this is what extraction removes
Matted or worn traffic lanes after yearsOrdinary wearCleaner, not new. Wear and matting stay
Sun fading near windowsOrdinary wearNo. Fading is lost color, not dirt
Food, drink and mud spotsDepends on amountMost come out
Pet urine spots and odorOften beyond ordinary wearOften yes in the fiber, not if it soaked into the pad
Red drinks, dye, bleach spotsOften beyond ordinary wearOften permanent
Burns, cuts, holes, pulled seamsDamageNo. That is repair work, which we do not do

Cleaning removes soil and most stains, but it does not reverse wear, matting, sun fading, bleach spots or dye damage. Pet urine that reached the pad keeps smelling after surface treatment; the real fix is replacing the pad in that area. Before we start, we walk the unit, mark every stain, ask where any pet accidents were and check those areas by smell, and test the mildest spot product first, so you know in advance what we expect to improve.

Is a carpet cleaning clause in a lease enforceable?

It depends on the exact wording and the facts, and in a dispute only a court can settle it. Start with the baseline: the law asks you to return the unit in its starting condition, minus ordinary wear. RCW 59.18.130 requires tenants to keep the unit clean and sanitary and, when they leave, to restore it to its initial condition except for wear resulting from ordinary use.

Many leases go further with a carpet clause, for example asking for professional cleaning with a receipt. How a particular clause fits with the deposit statute’s carpet rule is a legal question. If you are unsure, ask the landlord in writing what they expect at move-out, and get the answer in writing. If a dispute is likely, a tenant resource or an attorney can read your lease.

In practice, having the carpet cleaned and keeping the paperwork is often simpler than arguing about it later; the receipt answers the question before anyone asks. Vacuuming alone does not remove traffic-lane soil, spills that soaked in or pet odor. The other things renters skip are in our list of move-out cleaning mistakes.

Why does the move-in checklist matter so much?

It is the baseline your move-out is compared to. Under RCW 59.18.260, a landlord who collects a deposit must give you a written checklist at the start of the tenancy describing the condition and cleanliness of the unit, including carpets. Both of you sign and date it, you get a copy, and you can ask for one free replacement copy.

Find your copy before you book any cleaning. If the checklist says the living room carpet already had a stain or a worn lane at move-in, that condition was not caused by you. Take a photo of that line on the checklist next to the same spot on the floor. Your own move-in photos, if you took them, belong in the same folder.

What proof of carpet cleaning should a tenant keep?

A receipt and dated photos. The receipt proves the carpet was cleaned, by whom and when. Photos prove what it looked like afterward. Together they answer the question a deduction would raise: was this carpet cleaned and left in reasonable condition?

Keep these four things together in one email or folder:

  • The cleaning receipt or invoice with the date, unit address and amount paid
  • Before and after photos of each carpeted room, dated, taken from the same spot
  • A note of any stain or wear that was already there, ideally matching the move-in checklist
  • Your written forwarding address, given to the landlord so the deposit statement can reach you

Our move-out carpet visit includes this kind of record. You get a before and an after photo of each room from the same spot, dated, with a one-line note per room in neutral words: ordinary wear, or a specific issue such as a permanent stain or a burn. It arrives by text or email on the day of the clean, ready to forward. Our article on what a move-out carpet cleaning receipt should show your landlord goes through each line in detail.

How much does move-out carpet cleaning cost?

For an empty unit with us, it is a fixed price by unit size, so nobody has to count rooms or argue about square footage. Prices include travel within Bothell and our other licensed cities; all prices are on our pricing page.

Empty unit, carpet onlyPrice
Studio or 1 bedroom$220
2 bedroom$226
3 bedroom$276
4+ bedroom houseQuoted by room, from $82 per room
Booked with our move-out clean, same visit$20 off each unit
Stairs inside the unit$5 per step, $10 per landing
Pet odor treatment$52 per affected area
Heavy soil+30%, decided from photos before we come

Washington sales tax, where it applies, is a separate line on the invoice. Nothing is added on site without your written yes. For occupied homes, see carpet cleaning cost for a 2-bedroom apartment.

When should you book it?

Book the carpet after the unit is empty and the rest of the cleaning is done, and at least a day before the final inspection. Carpet cleaned with hot water extraction is usually dry in 4–8 hours with air movers and a window cracked, up to 12 hours in cold, damp weather. An inspector walking on damp carpet sees darker patches and footprints, which is not the picture you want in a move-out file.

A simple order of work for the last two days:

  1. Move everything out, including items in closets.
  2. Do the general move-out cleaning. Our move-out cleaning checklist for Washington tenants covers each room.
  3. Have the carpet cleaned last, so nobody walks dust back onto it.
  4. Take your own final photos once it is dry, then return the keys and get that in writing.

If you are still living in the unit while you pack, our 20-minute checklist for preparing your home for carpet cleaning helps you get the floor clear without slowing the move.

FAQ

Does my landlord have to show me the carpet cleaning invoice?

If they deduct for it, the deposit statement has to be backed by paperwork: RCW 59.18.280 requires copies of estimates received or invoices paid to support damage charges. If the landlord did the work personally, the statement must show the time spent and the hourly rate.

What if the carpet was already old and worn when I moved in?

Wear from ordinary use is not deductible under the statute. Check how the move-in checklist describes the carpet, and photograph worn areas next to that line. Cleaning makes old carpet cleaner, not newer, and our reports say so in plain words.

Do I need pet odor treatment if I had a pet?

Only where there is urine in the carpet. We ask where the accidents happened, check those areas for stains and smell, and agree any treatment ($52 per area) before we start. If urine soaked into the pad, surface treatment will not fully fix the smell, and we tell you that up front.
